Confusion over 'responsible persons' exposed at London Assembly inquiry

Confusion about identifying responsible persons in social housing and other organisations was exposed in the second part of a London Assembly investigation into fire safety in tall and timber frame buildings.

Other issues discussed by the planning and housing committee included the impact of refurbishments on residential blocks, the difficulties in identifying competent persons to carry out fire risk assessments, and the frequency and depth to which those assessments should be carried out.

At a previous meeting in March, the committee heard evidence about the role of planning and building regulations, potential changes to legislation, and construction site management and inspection.

Representatives from local authority and social housing management bodies, the London Tenants’ Federation, and the Association of Residential Managing Agents – as well as the head of Fire Safety for London Fire Brigade, Steve Turek, – were questioned by committee members.

The planning committee is expected to publish its report by September.
